Some sources claim it runs at 60FPS, but then others claim it is just the FMVs. I personally prefer the Dreamcast version, though I do seem to be reading conflicting information regarding the framerate. All you can do is pick the version with the features that most appeal to you (assuming you actually have access to that particular version). From what I can tell, Resident Evil 1-2-3 seems to have been ported by different teams at different times, all adding, removing and tweaking different features, which has resulted in no "Definitive Version". Here's a nice list detailing all the differences (also contains information pertaining to the different ports of the original Resident Evil and Resident Evil 3). It gives a certain visual disconnect between the background and character elements, but games like the psone Final Fantasies do it. Regardless, It's probably the best version you can play since you could have the 3D assets rendered at a high resolution.
It's the version which they should port for a classic RE collection, god willing.
It only came out in Japan as Biohazard 2, but English patches can be found readily online. In Japan, a new version was ported alongside RE3 under the SourceNext label. Kind of like RE4, I believe the first PC release of RE2 is considered to be a janky half-hearted port. To answer your question though, I believe the best version would be the Windows "SourceNext" version. I'm pretty sure the game runs in 480p, but I think somebody told me in another thread that the pre rendered backgrounds are 240p across all versions. Somebody that knows better, please correct me if I'm wrong. I have the GameCube version which is great, but I think I've heard it lacks a few of the dreamcast version's visual features. If I recall correctly, I believe the dreamcast version has the highest quality assets and best quality in general.
